Advocate for Change Award: Kelly Cimino, Director of the Howard County Department of Housing and Community Development

Kelly Cimino has served as Director of the Howard County Department of Housing and Community Development since 2016, following nearly a decade leading the County’s homeownership programs. Under her leadership, DHCD has strengthened the creation and preservation of affordable rental and homeownership opportunities while advancing financial education and housing stability for residents.

Kelly has played a central role in expanding local investment in housing and homelessness solutions, including increased funding through the Housing Opportunity Trust Fund and leadership of the County’s five-year plan to end homelessness, The Path Toward Zero. Her work reflects a sustained commitment to ensuring safe, affordable housing opportunities for individuals and families across Howard County.

Housing for All Award: Grace Morris, Executive Director of Heritage Housing Partners Corporation

As Executive Director of Heritage Housing Partners Corporation, Grace has led the development and management of affordable housing across Howard County. Under her leadership, HHPCorp has created and stewarded housing for seniors, persons with disabilities, and chronically homeless individuals and families.

As a respected community leader, Grace has played a key role in advancing housing stability and affordable housing. As she prepares for retirement, her legacy reflects years of collaboration, innovation, and a lasting impact on Howard County’s housing landscape.

Pillar of the Community Award: HCAR Cares

HCAR Cares, founded by the Howard County Association of Realtors, is dedicated to strengthening the community through strategic partnerships and charitable giving. Since its incorporation in 2019, HCAR Cares has supported more than 40 local organizations through grants and hands-on service addressing food insecurity, housing, health, and basic needs.

In addition to distributing over $63,500 in charitable donations, HCAR Cares leads direct community projects such as Thanksgiving basket and school supply collections, shelter supply drives, home renovations, and blood drives. Their work reflects a deep, ongoing commitment to improving quality of life for individuals and families across Howard County.
